Reporting of Child Abuse and Neglect (CANRA)

Summary: The California Child Abuse and Neglect Reporting Act (“CANRA”), codified at California Penal Code §§ 11164-11174.3, requires employers, including the University, to identify certain employees as “Mandated Reporters” (individuals required to report observed or suspected child abuse and neglect to designated authorities).

Policy
The UC Policy on Reporting Child Abuse and Neglect, effective July 1, 2013, was written to comply with the California Child Abuse and Neglect Reporting Act (CANRA). CANRA requires employers, including the University, to identify Mandated Reporters (individuals who are required to report observed or suspected child abuse or neglect to specified authorities) and to obtain, as a condition of employment, acknowledgment of their reporting obligations. The policy also describes instances of reporting requirements for all employees.

All employees, whether or not identified as Mandated Reporters, must report observed or suspected acts of murder, rape, lewd or lascivious acts against a child under the age of 14 years to UCI Police (949) 824-5223 and their supervisor and/or the UC Compliance Hotline (800) 403-4744.

Mandated Reporters
Mandated Reporters are employees who, by virtue of their position, activities, licensure or profession, are required under CANRA to report child abuse to specified authorities. For additional information, see the description of Mandated Reporter Categories under CANRA.

Employees identified as Mandated Reporters at UCI include*:
  • UC Irvine Medical Center employees
  • Licensed health care professionals
  • Employees who work in youth camps, K-12 and youth outreach programs
  • All employees in the following units/departments:
    • Campus Police Dept.
    • Athletics
    • Child Care Center
    • Wellness, Health & Counseling Services
  • Other employees and administrators who have contact with children on a regular basis and employees as identified by the campus and/or the employee’s department
  • Employees who supervise a Mandated Reporter
With the exception of the units/departments listed above, home departments must individually identify employees as Mandated Reporters based upon their position and/or duties.

Requirements for Mandated Reporters and Departments

  1. Acknowledgment of reporting responsibilities
    • Departments must have employees identified as Mandated Reporters sign a Statement Acknowledging the Requirement to Report Child Abuse ("CANRA Acknowledgment Form") and maintain a Departmental Log of CANRA Mandated Reporters. New employees identified as Mandated Reporters must sign the CANRA Acknowledgment Form as a condition of employment. Existing employees identified as Mandated Reporters must sign the CANRA Acknowledgment Form within 30 days of the identification.
    • Signed CANRA Acknowledgment Forms are to be retained in the personnel file.

  2. Mandated Reporters must immediately report observed or suspected child abuse or neglect. Each of the steps below must be completed.
    • Immediately call the UCI Police - (949) 824-5223
    • Call the Orange County Social Services Agency - (714) 940-1000 or (800) 207-4464
    • Submit a written report within 36 hours, as directed by the Orange County Social Services Agency
    • Employees must also report the incident to their supervisor and/or the UC Compliance Hotline - (800) 403-4744. (Refer to UC Policy, Section III B.3., for reporting requirements at healthcare facilities and those offering other confidential services).

  3. Supervisors’ Reporting Responsibilities
    • Supervisors must promptly forward all reports received that relate to child abuse and crimes against minors under 14 to the UC Compliance Hotline - (800) 403-4744.
